Indonesia considers the blue economy as a critical engine of future economic growth and an integral part of Indonesia's economic transformation for the Indonesia Vision of 2045. Furthermore, the Government of Indonesia — coordinated by the Ministry of National Development Planning/Bappenas — is now finalizing the Blue Economy Roadmap of Indonesia, in which value creation, inclusiveness, and sustainability are the main elements of the blue economy. To effectively implement the Blue Economy Roadmap, the Government of Indonesia is therefore developing a National Blue Agenda as a collaboration platform to achieve sustainable development of maritime and marine resources for equitable, inclusive, and sustainable growth and human well-being.
In representation of the Government of Indonesia, the Coordinating Ministry for Maritime Affairs and Investment is working closely with the United Nations in Indonesia (the UN) and the Development Partners (DPs) to establish the National Blue Agenda Actions Partnerships (hereinafter referred to as the “Partnership”) to support the GoI and its people to advance the development of maritime and marine resources in a sustainable, inclusive and just manner as planned in the GoI’s vision and national development frameworks.
The Partnership aims to assist in the acceleration of progress to achieve the GoI’s development targets on Blue Agenda at the National Medium-Term Development Plan (RPJMN) 2020-2024. This includes strengthening synergy and coordination of the implementation of government programs with relevant stakeholders and supporting global agendas such as the UN Decade on Ecosystem Restoration and the UN of Ocean Science for Sustainable Development as well as the 2030 Agenda for Sustainable Development.
Indonesia memandang ekonomi biru sebagai instrumen penting untuk pertumbuhan ekonomi masa depan dan bagian yang tidak terpisahkan dari transformasi ekonomi Indonesia untuk Visi Indonesia 2045. Selain itu, Pemerintah Indonesia – yang dikoordinasikan oleh Kementerian Perencanaan Pembangunan Nasional/Bappenas – saat ini tengah memfinalisasi Peta Jalan Ekonomi Biru Indonesia, dimana penciptaan nilai, inklusivitas dan keberlanjutan merupakan unsur utama ekonomi biru. Untuk melaksanakan Peta Jalan Ekonomi Biru secara efektif, Pemerintah Indonesia selanjutnya mengembangkan Agenda Biru Nasional sebagai platform kolaborasi untuk mencapai pembangunan sumber daya maritim dan kelautan secara berkelanjutan demi tercapainya kesetaraan, pertumbuhan yang inklusif dan berkelanjutan, serta kesejahteraan manusia.
Mewakili Pemerintah Indonesia, Kementerian Koordinator Bidang Kemaritiman dan Investasi, bekerja sama dengan Perserikatan Bangsa-Bangsa di Indonesia (PBB) dan Mitra Pembangunan (DP) untuk membentuk Kemitraan Aksi Agenda Biru Nasional (selanjutnya disebut sebagai “Kemitraan”) guna mendukung Pemri dan rakyatnya dalam memajukan pembangunan sumber daya maritim dan kelautan secara berkelanjutan, inklusif dan berkeadilan sesuai rencana dalam visi Pemri dan kerangka pembangunan nasional.
Kemitraan ini bertujuan untuk membantu percepatan kemajuan untuk mencapai target pembangunan Pemri pada Agenda Biru dalam Rencana Pembangunan Jangka Menengah Nasional (RPJMN) 2020-2024. Hal ini termasuk memperkuat sinergi dan koordinasi pelaksanaan program pemerintah dengan pemangku kepentingan terkait dan mendukung agenda global seperti the UN Decade on Ecosystem Restoration dan the UN Decade of Ocean Science for Sustainable Development serta Agenda 2030 untuk Pembangunan Berkelanjutan.

The success of the roadmap will be measured by targets related to maritime GDP, maritime employment, and the percentage of Marine Protected Areas. The implementation is divided into five phases, spanning from 2023 to 2045, with each phase focusing on different aspects of the blue economy's development.
The roadmap aims to foster collaboration between public and private sectors to achieve Indonesia's 2045 agenda and sustainable development goals, ultimately leading to a diversified and sustainable maritime economy for the country.
